Bessent estimates that between 50 and 70 percent of the energy volume currently navigating the strait will soon be rerouted through extensive networks of overland and underground pipelines, effectively neutralizing the logistical leverage historically exerted over this narrow maritime corridor and turning it into just "another body of water."
This pivot toward infrastructure resilience is a direct response to regional tensions stemming from international efforts to address nuclear proliferation concerns. As recent disruptions threatened to bottleneck global oil supplies, U.S. President Donald Trump underscored the imperative of maintaining open energy markets, firmly rejecting any geopolitical maneuvering that attempts to hold the global economy hostage.
Consequently, regional economic powers are aggressively investing in alternative export routes to bypass the strait entirely and ensure uninterrupted market access. The United Arab Emirates is currently constructing a second major pipeline directed to the port of Fujairah on the Gulf of Oman, an expansion that will effectively double its export capacity outside the Hormuz constraint. Similarly, Saudi Arabia is actively evaluating the expansion of its pipeline network toward the Red Sea, a strategic infrastructural upgrade projected to add an estimated two million barrels per day of bypass capacity.
The momentum for overland energy transit is also revitalizing historic regional infrastructure. On July 17, Iraq and Syria finalized a strategic agreement, facilitated in the United States, to rehabilitate and reconstruct a pivotal pipeline stretching from the oil-rich fields of Kirkuk in northern Iraq to Syria's Mediterranean coastline.
According to data from the U.S. Energy Information Administration (EIA), this pipeline, which boasts a designed capacity of 700,000 barrels per day, has remained dormant due to historical infrastructure damage dating back to 2003. Its revival represents a monumental step in reconfiguring Middle Eastern export logistics.
