Inside Pratt & Whitney's $54 Million Mandate to Fix the F-35's Engine Woes

The F-35 Lightning II is arguably the most sophisticated tactical aircraft in human history, but the heartbeat of this fifth-generation stealth fighter—the Pratt & Whitney F135 engine—has faced a turbulent journey from the design table to daily operations. Generating an astonishing 40,000 pounds (18,144 kg) of thrust, the F135 currently holds the title of the most powerful fighter powerplant ever put into production.

However, that immense power has come with a heavy logistical and financial toll, prompting the Pentagon to rethink how it manages the engine's long-term health and stability. To curb spiraling maintenance costs and keep the global fleet airborne, RTX Corp.’s Pratt & Whitney Military Engines division in East Hartford, Connecticut, has been awarded a $54 million order focused entirely on targeted engineering work for the F135. Issued under a fixed-price incentive structure, this contract fundamentally rewards the aerospace contractor for meeting strict cost and schedule targets, while also covering additional expenses on a fee basis. 

Rather than purchasing new engines off an assembly line, this funding is specifically earmarked for what the U.S. Navy categorizes as non-recurring engineering. In practical terms, this covers the highly specialized, one-time design and testing work required to identify and solve specific technical hurdles before they can ground aircraft, completely separate from repeatable manufacturing labor.

The urgency behind this targeted engineering mandate cannot be overstated, as the F135 engine has required a substantial number of one-time fixes over its service life. A staggering 2023 audit conducted by the U.S. Government Accountability Office revealed that F135 sustainment problems are projected to add roughly $38 billion in unplanned maintenance costs across the lifetime of the fleet. 

This financial ballooning is largely driven by a cooling system that engineers now concede was undersized for the complex sensors and electronics that the F-35 eventually carried into battle. Compounding these systemic design strains, Pratt & Whitney has spent recent years developing localized field fixes for a variety of mechanical headaches, including premature wear on protective coatings inside the engine’s turbine blades and a dangerous vibration issue, known as harmonic resonance, which affected a small batch of engines. 

This new $54 million order represents a strategic shift toward proactive maintenance, funding the early identification, development, and qualification of corrections to both potential and actual operational issues. By meticulously evaluating real-world flight data, engineers will determine exactly how long individual engine components can safely remain in service. The Navy anticipates this vital process will extend overall engine life, sharpen operational readiness rates, and ultimately reduce the severe life cycle costs that have made the F135 one of the F-35 program's most expensive line items.

The scope of this engineering effort stretches far beyond the United States, reflecting the deeply international nature of the F-35 program's operational footprint. The new contract explicitly supports the U.S. Air Force, Marine Corps, and Navy—which operate the A, B, and C variants of the stealth fighter, respectively—as well as Foreign Military Sales customers and the F-35 Cooperative Program Partners who helped fund the aircraft's original development. 

With more than 1,300 F135 engines currently powering aircraft across approximately 20 allied nations, an engineering solution developed under this contract will eventually be deployed to squadrons stretching from European borders to the Pacific. The financial burden of this continuous development is also a shared endeavor; while the Navy is providing $14,000,000 in Fiscal Year 2026 research, development, test, and evaluation funds, the F-35 Cooperative Program Partners are contributing $22,274,290 of their own. 

This financial split highlights how allied nations now directly bankroll a significant, meaningful portion of the fighter’s ongoing engineering support, rather than relying exclusively on American defense budgets. Overseen by the Naval Air Systems Command headquartered in Patuxent River, Maryland, this contract bypassed competitive bidding—a standard practice for follow-on engineering work where only the original manufacturer possesses the necessary proprietary technical data and tooling to enact modifications. 

Work will be heavily concentrated in the Northeast United States, with 84 percent of the engineering effort hosted in Connecticut alone—specifically 74 percent at the East Hartford headquarters, supplemented by operations in Middletown (7 percent) and Windsor Locks (3 percent). The remaining work is distributed across West Palm Beach, Florida (7 percent), Indianapolis, Indiana (6 percent), Aguadilla, Puerto Rico (2 percent), and North Berwick, Maine (1 percent). 

Scheduled to wrap up in December 2028, this engineering marathon runs well past the current timeline to finalize the F135’s next production batches, Lots 18 and 19. These production lots were recently delayed by roughly six months into early 2026 as the Pentagon and Pratt & Whitney continue to navigate the engine’s relentless production and sustainment challenges.
